South West Regional Update June 2018

Regional Strategic Improvement Plan 2018 - 2021

A three-year strategic improvement plan has now been agreed. The plan sets out the ambition for sector-led improvement and the development of the Regional Improvement Alliance for the South West. The plan has been developed in consultation with the LGA, the lead member and chief executive networks. The region’s local authorities have agreed to significantly raise their financial contributions to support an increased programme of regional sector-led improvement activity.

Strategic Children’s Sector-Led Improvement Group

A strategic group has been formed with representation from the region’s four key groups with responsibilities for children’s services and wider sector-led improvement - chief executives, lead members, directors of children’s services and the LGA. The group is currently establishing the terms of reference which will be agreed at the next meeting on 7 June 2018.

Regional Summit – 14 June 2018

The focus of the Summer Summit will be ‘Improving Outcomes for Children in Need of Help and Protection’ and will take place in Taunton. Each local authority will have four delegate places at the event. The programme will include inputs from Helen Lincoln (DCS Essex), the Department for Education and Sue Chapman from the Department of Work and Pensions on the strategy to reduce parental conflict. The day will include several workshops sharing good practice from inside and outside of the region.

Self-Assessment Peer Challenge

The self-assessment peer challenge for 2018 will take place on 7 December 2018. The day will be attended by all the region’s local authorities who will work in triads on their self-assessment position. The challenge day will identify any further regional priorities for 2019.

Regional Data Benchmarking

The South West data benchmarking system is now established sharing both annual data and quarterly ‘in-year’ data with Bournemouth taking a lead for the region. The project is being supported through an LGA grant to further develop the analysis of regional data. Regional analysis was presented to the Sector-Led Improvement (SLI) Group at the May 2018 meeting and will be presented biannually. The SLI group will be using the report to inform and refine future regional challenge priorities.

Thematic Peer Challenge Programme

The current round of thematic peer challenges on Neglect is due to be completed by 31 July 2018. An evaluation event has been planned for 13 September 2018 by the Principal Social Worker network to identify regional learning themes.

The next round of thematic peer challenges will focus on ‘Children in Need of Help and Protection’ from September 2018.

Regional Partnership with Research in Practice

An agreement has been made to form a regional partnership of South West local authorities with Research in Practice. The partnership will see reduced costs for each subscribing local authority for their RIP service and, in addition to the local authority RIP offer, there will seven ‘Tailored Support’ days to support regional activity. A plan for this year’s programme of ‘Tailored Support’ is currently being consulted on.

Workforce Development

David Haley (Director of Children’s Services in Swindon) is now the ‘sponsor’ for the workforce development workstream. The regional ADCS group has agreed to continue to develop the regional development priorities for the coming year which will include an ‘Agency Engagement Event’ at Somerset County Cricket Ground on 26 June 2018.
