Commenting on the report by the Family Childcare Trust, ‘Childcare for all: the role of the Local Offer’, Dave Hill, President of the Association of Directors of Children’s Services, said:

“Councils are absolutely committed to improving outcomes for all children in their local areas, including children and young people with special educational needs and disabilities. The SEND reforms of the Children and Families Act 2014 placed a requirement on all councils to develop a Local Offer for children in their area with SEND. This work is ongoing in local areas and each Local Offer will grow as new services become available, but many are still in the process of being developed. Whilst we welcome the recent increase in grant funding for councils to carry out these reforms, funding remains an issue in a climate of shrinking resources and increased demand for services.”
