​Remit

The Standards, Performance & Inspection Policy Committee (SPI) has lead responsibility for:

  • Links with Ofsted and all other inspectorates involved in the regulation of children’s services in England
  • Performance management and the use of data locally and nationally
  • Intervention
  • Sector-led improvement.

The Standards, Performance & Inspection Policy Committee liaises closely with all other committees and its members represent the Association on various reference groups organised by Ofsted and the other inspectorates. The ADCS Research Group is a sub-committee of the Standards, Performance & Inspection Policy Committee (SPI), it is chaired by Sue Wald of Swindon Borough Council.

Biography

Stuart qualified as a Social Worker in 1984 and worked as a social worker, team leader and middle manager in Cheshire, North Yorkshire and Bradford. He then moved into management and in 2000 relocated to the south coast, becoming the Head of Safeguarding at East Sussex County Council (ESCC) before leaving in 2004 for the position of Assistant Director of Children’s Services at Portsmouth City Council. He has since been the Deputy Director and then Director of Children’s Services at West Sussex County Council. Stuart returned to ESCC as Director of Children’s Services in April 2014.

As a trustee of two children’s charities, Stuart`s involvement with children and young people has a national and global reach. He is involved with the SSAFA, which provides in-house health and welfare services to serving military personnel and their families, as well as health and welfare to war veterans and retired servicemen. He also supports Children on the Edge, which works to restore the rights of children from fragmented communities in countries including Uganda, Bangladesh, India, Burma and Thailand.
